UTEC's own profile states that since co-founding 株式会社東京大学エッジキャピタル in April 2004 he has been responsible for establishing and operating the UTEC1 through UTEC6 investment limited partnerships, totalling approximately JPY 130 billion (計約1300億円), for UTEC's team building, and for guiding investment, development and exit at UTEC portfolio companies; it states that 22 portfolio companies have achieved M&A and 21 have listed. Before UTEC he was a civil servant: at the Ministry of International Trade and Industry, now METI, UTEC states he drafted the Investment Limited Partnership Act of 1998, which is the enabling statute for Japanese venture capital funds, and the Japanese SBIR small business technology innovation scheme of 1999; he then worked on the Copyright Management Business Act of 2001 at the Agency for Cultural Affairs and the Trust Business Act of 2003 at the Financial Services Agency before leaving government. He graduated from the University of Tokyo Faculty of Law in 1996, holds a Stanford MBA from 2003 and a doctorate in engineering from the University of Tokyo. He became a Managing Director of the Japan Venture Capital Association in July 2015, Vice Chair in July 2022 and Chair in July 2023.
