SEEDS Capital

SEEDS Capital, which brands itself as SEEDS, is a Singapore government co-investment vehicle rather than an independent venture partnership. Its site carries the Singapore Government Agency Website banner and the footer notice "© 2026 Government of Singapore", and is built on Isomer by Open Government Products. Its own About page states that "SEEDS operates under SG Growth Capital, the investment platform of the Singapore Economic Development Board (EDB) and Enterprise Singapore." SEEDS states that it "co-invests with venture capital firms to support early-stage tech startups in Singapore" and that it "is one of the appointed fund managers for the Startup SG Equity (SSGE) scheme". Under that scheme it publishes investment caps of S$2 million from SEEDS per general tech startup and S$12 million from SEEDS per deep tech startup, with published co-investment ratios of 7:3 up to the first S$250,000 then 1:1 up to S$2 million for general tech, and 2:1 up to the first S$1 million for a first institutional round then stepping down through 1:1, 1:2 and 1:3 up to S$12 million for deep tech. Co-investments with appointed partners are reviewed by an Investment Committee; co-investments with non-appointed third-party partners go to the SEEDS Investment Panel for final assessment. Its five stated investment themes are Advanced Manufacturing and Engineering, Agritech and Foodtech, Health and Biomedical Sciences, Maritime Tech, and Urban Solutions and Sustainability.

A SPRING Singapore media release dated 14 July 2017 describes "SPRING SEEDS Capital (SSC), an investment arm of SPRING Singapore" and its co-investment programme with appointed co-investment partners; the SEEDS website today dates its published impact figures to "Our Impact Since 2017".
2024
Enterprise Singapore media release 026/24, first published 2 August 2024, states "EDBI and SEEDS Capital (SEEDS) will be merged to form a new Government investment entity called SG Growth Capital Pte Ltd."
2024
Joint media release of 28 October 2024 announces an additional S$440 million for the Startup SG Equity scheme and raises the co-investment cap per deep tech startup from S$8 million to S$12 million; SEEDS Capital is named in a footnote as one of three appointed fund managers under the scheme, alongside EDBI and SGInnovate.

The EDBI and SEEDS merger into SG Growth Capital Pte Ltd takes effect: "The change will take place on 1 April 2025."
