Biography

Raj Shah's path to venture capital ran directly through the cockpit and the Pentagon - an F-16 fighter pilot who later became Director of Strategy at Palo Alto Networks before being named Managing Director of the Defense Innovation Unit, the Pentagon's flagship technology innovation organization, serving across both the Obama and Trump administrations. That firsthand experience bridging Silicon Valley product cycles and Pentagon procurement bureaucracy became the direct thesis behind Shield Capital, which he began planning with Philip Bilden in 2015 and formally launched in 2021. Shah has argued publicly that startups able to serve both commercial and national-security customers will structurally outperform single-market competitors, and Shield's oversubscribed $186 million debut fund - closed 55% above target with commitments from endowments, pension funds, and insurance companies - reflects growing institutional conviction in that dual-use thesis.
